Construction Manager

The Construction Manager is responsible for the day-to-day management and coordination of construction projects on behalf of Paragon's ownership clients, ensuring each project is delivered on time, within budget, and in full compliance with all contractual and regulatory requirements.

The CM serves as the primary project-level owner's representative, overseeing contractor performance, managing project finances, and ensuring that each project is delivered on time, within budget, and in full compliance with all contractual and regulatory requirements. The CM works closely with the Executive Construction Manager and coordinates the work of Assistant Construction Managers and Construction Administrators assigned to their projects. This is a hybrid position based in Newport Beach, CA with site visits and remote flexibility.

Key Responsibilities

Project Planning & Execution
• Develop and maintain detailed project schedules, budgets, and execution plans in collaboration with contractors, consultants, and ownership.
• Lead project kickoff meetings and establish communication protocols, document management systems, and milestone tracking.
• Coordinate pre-construction activities including design review, constructability assessments, and permit coordination.
• Manage all project phases from contract award through final closeout.


Contract & Financial Management
• Administer owner-contractor and owner-consultant agreements, ensuring compliance with scope, schedule, and budget.
• Review, process, and reconcile monthly pay applications, change orders, and contractor invoices.
• Maintain and update the Master Development Budget; prepare and distribute variance reports to ownership.
• Assemble monthly billing packages, ensuring all supporting documentation (lien waivers, insurance certificates) is complete.
• Track and manage retention, change order logs, and contract adjustments throughout the project lifecycle.


Contractor & Consultant Oversight
• Monitor contractor performance and progress against approved schedules and quality standards.
• Conduct regular site visits, document field observations, and verify percentage of completion.
• Review RFIs, submittals, and change events; coordinate timely responses from the design team.
• Manage subcontractor relationships and address performance concerns proactively.

Documentation & Communication
• Maintain complete and organized project records in Procore, including correspondence, reports, and approvals.
• Prepare and distribute meeting agendas, meeting minutes, and action item logs.
• Serve as the primary point of contact for clients, contractors, architects, and public agency representatives.
• Prepare executive-level project status reports and financial summaries for ownership review.


Quality, Safety & Compliance
• Implement and monitor quality control procedures to ensure work meets plans, specifications, and code requirements.
• Ensure contractor compliance with building codes, safety regulations, environmental standards, and applicable labor requirements.
• Support CWA/DAS compliance reporting and certification processes on applicable prevailing wage projects.
• Coordinate closeout activities, including punchlist completion, lien waiver collection, and final retainage release.

Requirements

• Bachelor's degree in Construction Management, Engineering, Architecture, or related field; equivalent experience will be considered.
• Minimum 6-10 years of experience in construction management, owner's representation, or a closely related role.
• Proven ability to manage budgets, schedules, and multi-party project teams on commercial or institutional projects.
• Strong knowledge of construction contracts (AIA, ConsensusDocs), delivery methods, and cost control practices.
• Proficiency in Procore; strong skills in Excel, Microsoft Project or equivalent scheduling tools.
• Familiarity with California prevailing wage, public works compliance, and lien law requirements.
• Excellent organizational, written, and verbal communication skills.
• PMP, CCM, or California contractor licensure is a plus.
